MAP of UN Regional Centres
Currently, there are ten member states for UN Regional Centre for Space Science and Technology Education, i.e. Algeria, Argentina, Bangladesh, Bolivia, Brazil, China, Indonesia, Pakistan, Peru, Venezuela. Providing services to the member states is one of the main objectives of the Centre.
The office of the Centre has established a basic database of all members of the Governing Board nominated by member states, and assigned one staff to keep in close contact with the members of the Governing Board (GB）of the Centre. The meeting documents have been sent to all members of GB by E-mail before the first regular meeting and then the feedbacks of the members to the meeting documents were tidied up. The Centre also booked air tickets and accommodation for the members so as to attend the meeting of GB and actively communicated with the members of GB to understand what the members need. The Secretary of GB dispatched the Minutes of the first meeting of GB and information feedback sheets to all members of GB in order to understand the demand of member states in the field of space science and technology education. The Centre will carry out its activities in accordance with the requirements and recommendation of the Chairperson and other members of GB.
In addition, with the support of Chinese government, the Centre will offer a certain amount scholarships for Master’s Degree and Doctoral Degree to the students from the member states each year. The Centre will offer at least three short training programmes on space technology application to the members states each year.
Beihan University is China’s first university focused on aeronautical and astronautical engineering and academic research. Beihang University, supported by the 985 National Education Excellence Project, has developed into a top research university covering a wide range of disciplines, with the striking features on space science and technology education. Beihang University is striving to become a world class research university by occupying a position of unique leadership in academic and research achievement.
In 1993, Beihang University started to enrolled international postgraduates and used English as teaching language. In order to respond to the proposal for UN Space Application Programme, Beihang International Space Education Center (BUAAISEC) was founded in 2004. In 2006, Master Programme on Space Technology Applications (MASTA) was offered. By September 2013, a total of more than 90 participants from 11 countries have been enrolled and 32 of them have been awarded for Master’s Degree in Engineering. In 2013, Doctoral Programme on Space Technology Applications (DOCSTA) started and 7 participants have been enrolled. (See Table 2)
In addition, BUAAISEC has by now organized 11 shortterm training programmes in the field of Remote Sensing Applications, Satellite Technology, Global Navigation Satellite System (GNSS) and Space Science and Technology, etc. (See Table 3) Particularly in the major of GNSS, International Summer School on BeiDou/GNSS Frontier Technology and Master Degree Programme on GNSS were held in 2012 and 201 respectively. BUAAISEC has been facilitating the educational cooperation on BeiDou Satellite Navigation between Pakistan and China, and held the workshop for the ASEAN delegation. BUAAISEC also attaches great importance to the international exchanges and promotes the BeiDou system and its application in Thailand, Singapore and Bangladesh.
As a proposed host institution, Beihang University has been deeply involved in the preparation for the establishment of the New Centre and made a substantial financial contribution. In 2010, the Ground Station for Remote Sensing Satellite Data Receiving was established at Beihang University. In 2011, the RS & GIS Laboratory and the Distance Education & Video Conference Laboratory were founded, specifically for the prospective New Centre. Until now, the curriculum design oriented to RS and GIS, Satellite Communication (SATCOM), GNSS and Basic Space Science and Technology has been completed. Some textbooks have been published. Annual training for lecturers and staff has been carried out for nine years. The total input has exceeded 10 million Chinese Yuan.
Beihang University will provide the New Centre with the necessary working space, facilities and personnel.
